Fixed a crash in the ADK CLI's legacy route for creating an eval set.
Shows as Closed on GitHub, not Merged: Google imports external pull requests through Copybara, which lands the change under its own internal commit rather than a normal merge.

Made the ADK evaluation harness reject an invalid zero sample count for a judge model as soon as it's set, instead of failing later mid-run.
